I think you’re talking about Yin Si Juan/银丝卷. You can use my recipe for Mantou to make the dough and follow this Youtube video to shape the buns. Hope this helps!

I have never encountered it anywhere else. Could you do some instructions about making Yin Tze Juan (sorry about the old style romanazation of Chinese, but that was what I learned.)
